Great Stone Industrial Park strengthens its international standing: participation in the Congress and election to the World FZO Board of Directors

From October 9–12, 2025, the 11th International Congress of the World Free Zones Organization (World FZO) took place in Hainan, China. Representatives of the Great Stone Industrial Park management participated in the event.

The Congress traditionally brings together leaders of free economic zones, representatives of government bodies, international organizations, and business communities fr om more than 70 countries. The discussions focused on issues of sustainable development, investment climate, support for small and medium-sized enterprises (SMEs), and digital transformation within free economic zones.

During the Congress, participants observed that a modern trend in the development of free zones encompasses not only the expansion of industrial potential but also the creation of a comfortable social environment. Special attention is given to the development of infrastructure aimed at improving employees’ quality of life and ensuring favourable working conditions. This integrated approach aligns with the goals of sustainable development and the strategic priorities of the Great Stone Industrial Park.

One of the highlights of the Congress was the launch of the Global Free Zones Research Institute. This think tank will conduct research, develop recommendations for free zones, and provide training and consulting services. A Memorandum of Understanding was also signed between six free zones and five economic and technological zones in Hainan Province.

Representatives of the Great Stone took part in the roundtable “Empowering SMEs in Zone Ecosystems”, wh ere they shared Park’s experience in creating favourable conditions for the development of small and medium-sized enterprises, integrating resident companies into international production and logistics chains, and attracting investment in high-tech and innovative projects.

On October 12, the World FZO held its General Assembly, wh ere key decisions were made concerning the organization’s agenda for 2025–2026. The Board of Directors was also elected during the session. Following the vote, Artur Detkov, Deputy General Director of the Industrial Park Development Company, was elected as a new member of the Board.

The election of a Great Stone representative marks recognition of Industrial Park’s active role in the international community of free economic zones. This milestone opens new opportunities for international cooperation, strengthening partnerships, and promoting the Park’s best practices.


The World Free Zones Organization is an international non-profit organization uniting over 1,600 free economic zones, industrial and logistics parks, as well as other organizations operating in the fields of international trade and customs, across 142 countries. Founded in 2014 in Dubai (UAE), the World FZO facilitates the exchange of experience, promotes best practices, and strengthens the role of free zones in the global economy. Today, the organization is represented by 10 regional offices.
